H.E. Most Rev. Gilbert Armea Garcera is the Roman Catholic Archbishop of the Archdiocese of Lipa in the Philippines. Previously, he served as Bishop of Daet in Camarines Norte for nine years. H.E. Archbishop Garcera is currently a member of the Permanent Council of the Catholic Bishops’ Conference of the Philippines and chairs the CBCP Episcopal Commission on Family and Life. After completing Bachelor degrees in Philosophy and Sacred Theology, and a Master degree in Religious Studies, in 2004 he completed his Doctor of Philosophy in Organizational Development.
